South of the Capitol Building is the Library of Congress, also part of the Capitol hill Complex. It is possible to access the Library reading rooms, but first you have to get an user card, which you can get in the same Library.
The best Metro stations to get to Capitol Hill are Federal Center and Capitol South (Blue and Orange Lines).
