This is the Hundertwasser House (on Löwengasee/Kegelgasse), a project of the Viennese painter Friedensreich Hundertwasser (born Fritz Stowasser in 1928). This 50 apartments buildings was constructed following his original idea, where there’s no place for regular forms. Some of its decoration were made by the author himself while the work was in progress. There’s a tourist shop in front of it, and it’s not strange because it’s one of Vienna’s major tourist attractions.
